(Z) Working type employer is qualified for recruiting foreigners

Hello,

I would like to know how to find out employer is qualified for recruiting foreigners ?

If the employer never hired a foreigners before and but now they want to hire foreigners so what company needs to do to get permission for hiring foreigners and prepare all working documents.

Company is quite big operating since 10 years with turnover of $20 million every year and mainly in export business but company don't know how to complete legal formalities to hire foreigner and give him work visa documents.
