About:Chinese Names
A business card says "Wei-Yung Lee" ... is Wei the family name, and Yung Lee the first name?
I wonder if the "-" between Wei and Yung means something.

Lee is the family name. Wei Yung is the given name. The "-" has no meaning.

Since the given name is usually one or two characters, a "-" is typically used if he/she has a two character given name.
