About:China Civil Aviation - Regulations & Security Check

I am traveling from China to the US and I bought some portable battery chargers (for iPhones etc).

Do these count as "spare" batteries or as an "electronic product"? Do they need to be in my carry on bag or checked luggage?

Julie, batteries can't be put in the checked luggage. You need to take them in your carry-on luggage. And you can take two pieces at most.

I travelled from Beijing to Shanghai and was not allowed to take a 2200mAh battery for charging an iPhone through security. The requirement is less than 100wh. My battery was 8.4wh when I calculate it, so why couldn't I carry this through?
