Each passenger is allowed to take at most two power banks onto flight and the power rate of each one is best to be within 100Wh. Between 100Wh and 160Wh, you should inform the airlines in advance.

Is there any difference between international and domestic flights? Because as far as see from above it may be applicable only domestic flights.

Ismet, the easiest way is to contact your airline and they can tell you how many pieces of power banks you can take. You know, like the luggage limit, some airlines's requirements are not the same.
