Marriage possibility?

My DOB is Nov 5 1982. I'm in a relationship with a guy 4 years younger (1986 Tiger) than me. I'm ready to get married and have children but my partner thinks that he is not ready to be a father yet. I wish to know if he is the right one and when will I ever get married and have children?
