Where and when to buy a ticket to Beijing?

Hello,
I would like to go to Beijing in several weeks.
I have a foreign passport.
The train is living from the East Railway Station.
As stated: "The ticket offices are at the passenger exit of the station. Here you can buy tickets 18 days in advance (including the purchasing day) in 24 hours daily." But this is about the Central Railway Station.
My question: Can I buy the ticket for the train to Beijing leaving at the East Railway Station there as well or do I have to go to the East Railway Station?
Is there a counter especially for foreigners?
Can you book return tickets as well?

First of all, the tickets are now put on sale as long as 60 days prior to departure.
Yes, at the Central Railway Station, you can buy the tickets leaving from East Railway Station. Before the purchasing, you just need to tell the staff the starting railway station. And you can also buy the return tickets. As far as I know, there is no special ticket counter for foreigners.
