Best time to go harbin when snowing?

I would like to take a trip when it is snowing. As my trip will only be between 5 to 7days which is the best time that I may be able to experience real snow falling?
How much will a return trip to harbin?
Is there any in-land tours available?

It snows more often from mid January to February and the Ice and Snow Festiva is held right during the period, so you can travel there the period. But I cannot guarantee it will definitely snow, which is a thing of luck and not controled by human beings.
