Can I travel with some basic hand tools into Shanghai without a work visa?

Voltage meter, screws, screwdriver, portable cordless drill?

Erich, it doesn't matter with your visa type. It just has something to do with the customs regulations. These products can be brought with you. However, you need to put them in your checked luggage.
