VOA for UK and Sri Lanka passport

Hi, I'm a UK passport holder and my friend is Sri Lanka passport holder, are we eligible to apply VOA at Luwo port ?? Thanks !

Coco, it's likely that you can get it, but your friends seems ineligible. Anyway, you can confirm this with the port office by calling +086-0755-83394325.
