hi..is there any free shuttle bus services to best western Tsim Sha Tsui?

Yes, after getting off at Kowloon Station by Airport Express, you can take free bus line K4 and get off at Empire Hotel Kowloon · Tsim Sha Tsui (the 4th stop). Then your hotel is within 3-5min walking distance.
