1). There are many buses from Xining East Long-distance Bus Station to towns by the lake. The departures are very frequent, especially during peak travel season like July. No worry. For the specific schedule, you need to tell which town or area by the lake you ar heading for first.

Buses from XN Long-distance Bus Station to Dulan and Wulan also pass by the lake.

Bayi Road Coach Station has tourism buses to the lake directly (Erlangjian Scenic Area). The contact number is 0971-8817472, but I'm afraid they do not speak English.

2). Another opition is hiring a minivan, whihc is about CNY300-350 per day for a round trip.

3). It's easy to catch a bus upon arrival in XN, as I've said there are many departures. I'm afraid there is not such a platform you can book in advance.
