Overseas Application for HKSAR Permanent Identity Card

Hello,
I am trying to apply for HKSAR Permanent Identity Card from Sydney and have visited the HK immigration department website and downloaded the form, they stated I can send it to the Consulate General in my country. All the documentations are all ready but I am not sure where to send the form for the application. Can you let me know the address and does the document be just photo-copy?

Thanks
Becky

Becky, if you just apply for the HKSAR Permanent Identity Card, I'm afraid the consulate will not accept your application. Only if you apply for a HKSAR passport as well, you can apply for the ID card. For details, please contact the HK Immigration Department by calling (852) 1868.

Becky, according to the information I found on the internet, foreigners who apply for HK citizenship must drop their original citizenship. I think you'd better contact HK Immmigration Deartment to confirm this.
