About:72-Hour Visa-Free Transit

Can my boss qualify for the 72 Hour Free Transit? he is British Citizens.

My boss will fly from Taipei to Gaungzhou on 20 May and arrive 16.35 then fly out to Thailand on 22 May time 14.30.
