Can I pre-book a taxi or car & driver service to go from jiuhuang airport to Howard Johnson hotel?

Yes, you should book a car t in advance. If possible, try to search Ehi Car Services and contact them. And usually there are some taxis waiting in the airport. You can easily hail one upon arrival at the cost of CNY200 or a little more.
