when is canton fair? when best for budget travellers?

I was told that budget travellers should avoid going to guangzhou & Shenzhen during the canton fare. When is the  canton fair? for shopping purposes(mainly clothing, textile, leather, embroidery, electrical & electronics) should I go there immediately before or after that?

The fair session of Canton Fair is the following:Phase1: April 15-19, 2015Phase2: April 23-27, 2015Phase3: May 1-5, 2015There must be lots of local people and tourists during these periods. So you are suggested to go to this city after the fair. In this way, you can enjoy your sightseeing without crowded people.
