Sightseeing seats

Are these seats included in business class or do I have to book it differently to get those seats?

In fact these seats cannot be guaranteed since they are not available on every train. And the availability cannot be known in advance.

What do you recommend I do? Is there a way to change tickets at the station if I find out the train doesn't have the sightseeing seats? Should I wait to buy the ticket the same day so I could know if those seats are available? Is there a view from regular business class?

The seats only available for very few types, and sometimes for Business classs eat and sometimes for VIP seats. If you can only accept the sightseeing seats, maybe you can try to buy from the railway ticket window directly. As my understanding, it should be in the first carriage or the last carriage since it just behind the cockpit. Good Luck.
