is there a taxi/public transpoert from taoxian airport shneyang to Baita district in Liaoyang - about 40 km in the south of the city.

Yes, direct buses are available from the airport to Liaoyang and it terminates at Liaoyang General Long-distance Bus Station which happens to be in Baita District. Buses are scheduled from 10:00 to 20:40, taking around 60min and costing 37RMB.
