Changsha postal code 410000

Hi .. Can u help me on this : I live in UK iv trying to send a small parcel to Changsha 410000 . Tried to get a quote , UPS company says they do not accept or deliver parcels to postal code 410000. Why is that ? Can u advise me what's the best method to send a small parcel approx weighs 0.30kg . Is Royal Mail by Air recommended ? Thanking u advance .
