Visa to Hong Kong on Indian Diplomatic Passport

Friend of my colleague, holding Indian Diplomatic Passport, staying in Atlanta wants to visit Hongkong for 20 days. How she can apply for entry permit and where? What will be the fee and duration? Where she can get VOA to Hongkong or she has to get one from the nearest Chinese Consulate? Any guidance would be appreciated.

Satyendra, as far as I know, HK allows Indian passport holders to enter freely for a stay no more than 14 days. So I think she can enter HK first and then exit in the middle of the trip to Macau for one day or so and then reenter HK so as to get rid of the trouble for applying entry permits.
