Expensive catch 22

I would like to visit China on a single entry tourist visa travelling on an Irish passport. I intend to arrive in Shanghai and depart from Guangzhou. How common is it to have booked such a return flight only to find the entry permit is denied?

Patrick, normally speaking, if you can provide all required documents pon the officer's request, there is little chance that the application for a tourist L type entry permit will be denied.
