visa to hainan

Question

A family with 3 persons holding Finland's passport will arrive to Hongkong first ( Visa free for us) and then we would like to visit Hainan by plane for 6-7 days maybe. Can we get VOA and is it still possible to fly back to Hongkong without visa then? We wouldn't like to get visas in advance, if we'll change our plans during our stay in Hongkong.

As I know, visitors travel to Hainan Province as a group with at least 5 members organised by international travel agencies that registered there enjoy visa free access to HN. To get a visa on arrival, it also should be organized tours. If u will travel on your own, it may be hard to get a VOA. But there is no problem to get back to HK for your privilege of exemption from visa.
