About the entrance fee of Western Hill, Kunming

if i do not buy combo ticket, just pay for 30Y admission, can i visit all scenery spots by myself?

But I heard the entrance fee of the hill is CNY40 per person. With it, you can of course enjoy all the scenery by yourself.
