Hello, Caoimhe! You can apply for it from Hanoi. The cost is about 30 dollars for single entry tourist type and the processing takes four working days normally. In addition to the regular application documents, such as passport, passport copy, application form, recent bare-head photo, and round-trip tickets and hotel reservations, you should also submit the original and photocopy of your entry or stay permit for Vietnam.
