About:China Business Visa

Does Chinese Consulate work on May 3, 2015?

Hello,
My name is Ljubisha and I m Rep of Macedonia citizen. Does Chines Embassy work on May 3, 2015, I want to apply in Dubai on May 3, 2015 and pick up on same or next day. Is it possible to get the Visa on time. I need info because I want to book the airplane ticket.
