About:How to Travel to China without a Visa

Visa free transit for person from Arunachal Pradesh

I am from Arunachal Pradesh, India. I will be visiting Tokyo via Shanghai in which I have a stopover of 7 hours. Am I eligible for a free transit, given the background that China issues staple entry permits to Indian Passport holders hailing from the state of Arunachal Pradesh?
