how to get a inviting letter from china tourism bureau

I have M type for china Guangzhou province for business activities. thus i need to travel with my family to show them china. they come as a tourist. I apply from my embassy, they reject it and asking for a letter from china tourism bureau. how can i get this? what are the documents need for that? help me?
