suitable to travel in Taiwan on 22 aug - 31 aug? will there be typhoon?

I'm afraid not.
June to Oct. is during the typhoon season there and it is very likely to happen in Aug. If possible, change your travel timing. And I would tell you the best timing to travel there is between Dec. to next Mar.0
