About:Hangzhou Xiaoshan Airport

Hi. If I want to go to the airport at around 4am from a city center hotel in Hangzhou.

what is the best way? Taxi? Roughly how much would it cost with midnight surcharge?

According to your situation, you are suggested to take a taxi to the airport directly. The cab fare is CNY 100 to 120, all fee included.
