but seems like the dates are nearby to apply and get visa on time. Can i obtain it on arrival for visiting just for three days of stay at shanghai?

Only if you are in an emergency can you get the VOA at Shanghai, so I'm afraid you cannot get it. You are suggested to apply for an M type in the Chinese embassy. The application process in Chinese embassies in most countries takes about four working days and you can apply for express or rush service so that the process can be expedited to two or three working days.
