About:China Visa Application in USA

Can I get the 10 year visa for US citizens at the China Embassy in Phnom Penh?

It's hard to say, you are suggested to consult with the embassy in Phnom Penh. As it's not that easy to get the 10 year entry permit, I think you had better apply for it in the USA, which may improve the possibility to get the entry permit.

Unless you are a legal expat resident of Phnom Penh I would guess no. Embassies will only process applications for residents of the juristiction. Example: I am a U.S. citizen and I lived in the U.A.E. with a resident permit issued in Abu Dhabi. I applied for a Chinese type in Dubai but was refused by the consulate and told I had to apply where my resident permit was issued (Abu Dhabi)

Bottom Line: The Embassy probably will only process your application if you are a legal resident of that jurisdiction.
