I wonder whether you refer to Xuzhou? If so, you can take a direct plane to go. Flight no. 3U8807 works, but it doesn't operate every day. Besides, one direct train is available. It takes almost 38.5h.
It is warm in Sep. in KM city, with the lowest temp of around 59F and the highest of around 82F. In the first half of the month, you will meet sunny or cloudy days, while frequently rainy days would happen in the second half.0

As I know, there is no direct bus nor train service for this trip. Then I suggest you take a direct bus to Dali first from KM West Bus Station. Head for Dali North Bus Station to take a bus to Xizhou then.
It is best to visit KM during Mar. to Nov. and the best duration to Xizhou is said to be Mar. to May.0
