Can I get an airport express shuttle bus to a nearby hotel and walk from there? Or do I have to be staying at one of the hotels for eligibility?

Although you won't stay in a hotel for eligibility, you can take the free shuttle bus on condition that you need to take the Airpoort Express first. Well, Hyatt Regency Hotel (Tsim Sha Tsui) is a fine choice to get off (K3). After getting off, you walk walk around 150yd to your destination.
