Teoh, you have a chance to get it. However, I am afraid that you couldn't if you didn't come to visit mainland China before. The process is easy. Take your passport and a recent six months passport photo, fill a form at the scene. If you are allowed to cross the border, you need to pay around CNY 168. If you forget to bring your photo, you can take a photo at the scene.

But I would suggest you apply one before you go to mainland China. The three-day special VOA just allows you to stay in Zhuhai. However, other types you applied in advance can allow you to visit other places without a problem.
