how long will the consulate be closed for chinese new year?

I am taking several students to China at the end of this month & am being told they will not get visas back until March.  They are telling us the applications are at the consulate.

Krista, Chinese consulate in Houston are closed on Feb. 19 and 20 for Chinese New Year holiday and Feb. 21 and 22 (weekends). It usually takes four working days to deal with the applications. When did they submit their application?
