Cheung, you can prepare all required documents and submit it to Chinese consulate in Sydney. Then they will transfer you application to HK authorities. Once your appliction is approved and sent back, they will inform you to pick it up. It usually takes 4 to 8 weeks.

I have to return to Hong Kong on 16/3 for my personal business, but my Hong Kong passport will expire on 15/3. Can the process be faster that will not over my date of departure.

You can apply for a new HK passport through the website of the HK Immigration Office. After the office receives your fee, application documents, and required photos, it will take 12 to 13 days for the processing. Later, the office will inform you to collect the passport in person. So my suggestion is to apply it onlne and go back earlier to get the new passport.
