Major purpose of visit?

Three of my students are observing the teaching of English and touring China. The length of stay is 69 days. They are not studying in China. They do have official letters of invitation from the schools. What is the major purpose of their visit: business or non-business? What additional documentation, of any, do they need? Thanks!
