I have a used Chinese visa. Do I need to personally visit the Embassy or can I courier my full docs

I tried calling the Embassy and emailing without success. I live in Lahore and possess a previous Chinese entry permit. I am applying for F type. Can I despatch my complete set of documents to the Embassy address by courier mail, or do I personally need to visit the Embassy?
