About:Chinese Embassy in Kuwait

American with Kuwait Visitor's entry permit applying for Chinese visa

Hi there, My friend is an American who has a valid visitor's entry permit issued from Kuwait. Can she apply for a Chinese visitor's type in Kuwait? Thanks.
