what does the part on the application form mean?

if someone with the same passport with the applicant pls affix photo and give their information.

Hey, it's applicable when the applicants take their children or people who don't have their own passport. Then they can tavel together with the applicants without passports. The applicant just stick their photos on the application form and fill related information.
