can i apply at the khon kaen consulate?

I am travelling to china from thailand. i currently live in the north east (1 hour from khon kaen) so this would be much easier than the 6 hour trip to BKK. I am UK citizen. any help greatly appreciated.

I saw a notice on the website of the consulate in Khon Kaen, saying the consular services are not available. The notice was published on November 24, 2014, so I'm not clear about the current situation.
