Hello,My husband & I will be arriving at Shanghai, China on the Azamara Quest ship, 9/03/15 @ 2:00pm and depart March 10, @ 6:00pm.Does the 72 hour visa enable us to do the shore tours organized by the shipping company?

Anne, as the 72-hour free transit policy is only available at airports, you can't enjoy it by taking cruise tours. However, you can make use of the 24 hour free transit. If the layover duration is calculated from the midnight after your arrival, your layover is not beyond the 24-hour limit.
