my passport was torn. how can I get a new indian passport?

Hey, you should apply from Indian embassy or consulate in PRC. Required documents are application form No.EAP-I, your original and current passport (if any), four recent color passport photos in white background, copies of the first page, last page and your valid resident permit or visa page.
By the way, it takes around 2 months to deal with your application.0
