can i apply for china z visa at china embassy in phnom penh?

We are living in Mainland China (both foreigners) and my partner has just been offered a job, during our planned holiday to Cambodia can he apply for China Z type at Embassy in Phnom Penh? I understand it is advisable to apply in home country but what are the risks of application being rejected?

Coco, tt's possible that you may be rejected in your future applications because of your failure in applying for the Z type. I tried to search useful information on the website of Chinese embassy in Cambodia. However, there isn't any useful information. In my view, you'd better apply in your own country.
