alien employment permit needed?

Hi threre I am indonesian that wish to travel and have a business visit to china.

I have engaged a travel agent to apply F type for me in jakarta and have submitted my passport, application form, company invitation letter, hotel and flight ticket info.

however, my agent come back to me to request the alien emploment permit and short term employment which I couldn't find in the requirement docs above.

I would like to check if ny agent made a mistake in applying wrong visa or there is a change of docs required??
