best time to visit harbin

When during the year would be the best time to see Harbin and the ice sculpture display?  What would you recommend as the best itinerary if I am coming from the U.S?

The best time to visit the city is January, when Ice and Snow Festival is held. The city is not big, and you can visit Central Street, Zhaolin Park and Sun Island to appreciate snow and ice sculptures. If time permits, you can also go skiing at Yabuli Ski Resort.
