get 90 day tourist visa at the Chinese embassy in Ulan Bator?

Hi, my girlfriend is a citizen of the Philippines and currently lives with me here in Shanxi province where I work as a teacher. She has a 30 day tourist visa that can be extended here once at the PSB office for another 20 to 30 days. My employer could get me an invitation letter for her. Is it possible to get a 90 day or even a 6 month tourist visa for her at the Chinese embassy in Ulan Bator?
