my cruise starts in hong kong and then goes to japan and returns to shanghai

do i need a double entry visa?

Hong Kong grants free pass to many countries, you can check whether your country is on the list of free entry. If yes, a single entry type will be enough. If no, you have to apply seperate ones for mainland China and Hong Kong,
