how to renew chinese passport in singapore for a 4.5 years old girl holding LTVP. documents?

1. filled application form downloaded from the website of Chinese embassy in Singapore.
2. recent six months photos. Digital versions should be provided in a disk.
3. orginal passport and its copy version.
4. legal status proof in Singapore, LTVP as you referred. 
5. if the passport expires, you need to write a few words to state why it expired. If the applicant has PR in Singapore, he/she should provide the proof that proves he/she hasn't acquired Singapoean citizenship.
6. both you and your partner need to accompany your daughter to renew her pasport. Her birth date, both your passports and copy versions are required.
7. you both should write an announcementthat you are willing to renew her passport. The sample can be downloaded from the embassy website.

If you or your partner can come to the embassy for your daughter's passport renewal, you need to write a power of attorney and notarize it before you go to the embassy.
