hello, I am an Irish citizen living in the UK. Can I apply for a chinese tourist visa from London.

what can be used as proof of my residence?

Yes, you can appy for an L type at the CVASC branch in London. The proof of your residence can be the original and photocopy of your residence card, work permit, study permit in UK, or the original and photocopy of your valid visa to the UK.
