Can I bring starter cultures into China?

I want to bring cheese and water kefir grain cultures into China. My wife, Chinese, says it won't be a problem. I disagree. Who is correct?

Jared, cheese isn't allowed to enter China. However, I read that some Chinese people took kefir grain into China before. So you may not have trouble bringing it into China.

I meant cheese culture starters. I read the custom declaration form and it mentions biological organisms, so I think that includes starters. I can speak enough Chinese to ask customs on the way out of China, but here there typically never is definitive answer to any questions about regulations.
